Minitab uses the Welch procedure only when you do not assume that all populations have equal variances. The most important statistic in the Welch's test table is the p-value. This value tells you whether the level means are significantly different from each other.
If the results indicate that there are significant differences, you can look at the individual statistics and confidence intervals to learn more about the differences.

Interpretation |
The p-value for the paint hardness ANOVA is 0.016. Thus, assuming you chose the commonly used a-level of 0.05 for the test, you would conclude that there are significant differences in hardness between the paint blends.
