关于PFMEA中的频度打分

请教大家一个问题：
PFMEA中的频度是针对发生失效模式的概率来打分，还是针对采取控制预防措施后发生的概率来打分的？
另外如果不同的失效模式采取相同的预防措施后，频率可以不一样的吧？

在当前预防措施情况下失效模式的发生频度

先根据目前状态下发生的频率进行频度打分，如果是高风险项，需要采取措施后再发生的概率进行打分，目的就是把风险降低到可以接受的范围。

P:
The Occurrence rating describes the potential of the failure cause to occur, according to the rating table, without regard to the detection controls.
